From Insurgents to Pirates:Maritime Security Sector Reform

The Marine Corps has been at war for almost a decade focusing on an asymmetrical ground war. However, the war will slowly, but surely dissipate, and we as a Corps will have to accommodate changes in our approach to warfare. With MSSR on the table, I firmly believe we will not just return to our amphibious routes, but we will revise them to fit our modern day fight i.e. pirating, illegal fishing, and drug interdiction? Does the Marine Corps need to revisit amphibious doctrine to better combat these emerging threats? What unforeseen, asymmetrical threats do you see arising?

    Amphibious doctrine for the Marine Corps needs to shift back to the "hit the beach" mentality. There is a caveat. The "beach" they be may be hitting could be a seafaring vessel with illicit drugs, weapons, THBs, etc. If the illegal activity takes place in international waters, it would seem to me that a UN mandate, authorizing intervention would be required. If the illegal activity is taking place within our own waters or those of an allie, UN authorization may not be required.

Here is a thought what if militaries deployed training/advising teams to build up the littoral countries' security forces so the DOD or UN doesn't have to bother and can focus its energy elsewhere? And, nation states can gain more credibility amongst its citizens in the international theater by proving they can govern their own. After all, a government is only effective if its people choose to be governed.

    I'm interested in your takes on interagency advising teams representing the full spectrum being the one's to shoulder the responsibility.

    I think that economic sabotage can be pushed to the point to start war or at least enough chaos to use another opportunistic attack? NCBR also would be a disaster because if an attack where to occur on U.S. soil, who would lead the efforts?
